The Communicating with Disaster Affected Communities (CDAC) Network is seeking a Senior National Consultant to facilitate the establishment of a Community Engagement and Accountability (CEA) Working Group in Burkina Faso to enable coordination of CEA activities across the humanitarian response, through an associated work plan. At the end of 5-months, through the facilitation of the Coordinator, the working group will have developed and endorsed a WG Terms of Reference defining roles, responsibilities and complementarities; developed and agreed on a collective Action Plan; and have a common awareness of Communication and Community Engagement. At the end of the consultancy, a detailed Terms of Reference for a full-time CEA Coordinator will have been agreed with a lead responsible agency(s) endorsed by the WG.

Timeframe: 01 April 2020 – 28 August 2020

Home-based: Ouagadougou, with potential travel to Kaya. There will be international travel linked to this consultancy.

Reports to: OCHA Ouagadougou office (TBC) with an International CEA Advisory technical support from the CDAC Secretariat

Engages with: CEA partners, clusters/sectors, ICCG, HCT, donors, and national, regional and global stakeholders, including government partners. Collaborating closely with the Protection Cluster, Protection from Sexual Exploitation and Abuse (PSEA) coordinator, gender and inclusion focal points.

Supported by: The Coordinator will be supported by a CDAC Network International CEA Advisor who will guide remotely and be deployed on mission (travel permitting) initially to assist with the establishment of the CEA working group, and to boost capacity, conduct training and will continue to support remotely in between deployments. The CEA working group will designate Information Management support to enable effective data collection and analysis, to inform advocacy and enable evidence-based decision-making.

This consultancy is subject to funding.
